Sleep basically freezes your computer where you are now, shuts down most of the system, but keeps just enough running so it remembers where you left off. Most of the time, I use the Sleep option. But realistically, I rarely shut my computer down. The Restart option turns the computer off, then immediately back on again. You can choose this option, then wait for the computer to power down. The Shutdown option just turns the computer off completely. And here, you have options for Sleep, Restart, Shut Down, and Lock the Screen. So that means you need to click on the Apple logo in the top left corner and that opens the System menu.

If you have more than one user account set up, you will see them listed here and you will need to choose the one that you want to sign into. It's asking for my password for my user account, and this is the account that I created when I did the first time set-up of the computer.
